The official technical policy framework of the Russian power grid operator, PJSC Rosseti, has been updated. This document, titled "Regulation on the Unified Technical Policy in the Electric Grid Complex," establishes mandatory requirements for the company and its subsidiaries involved in electricity transmission and distribution.
Developed in accordance with Russian federal laws, technical regulations of the Eurasian Economic Union and Customs Union, as well as IEC standards, the policy reflects the current state of technology. It serves as a foundational document, applicable (in whole or in part) to Rosseti’s dependent and subsidiary organizations once adopted by their management bodies.
The policy outlines a set of goals, principles, and effective technical, technological, and organizational requirements. These are designed to enhance the efficiency, reliability, safety, and cost-effectiveness of electricity transmission and distribution. The stated aim is to support the implementation of the Russian Federation's Strategy for the Development of the Electric Grid Complex. Furthermore, the policy is aligned with the company’s functions and objectives as part of the "Digital Transformation 2030" concept.
This publication provides the official regulatory baseline for technical operations within the Rosseti group.
